He served as NYC’s First Deputy Budget Director from 1974 to 1979. He oversaw the vast retrenchment in the city’s services, budget, and workforce. Additionally, Mr. Steisel directed the launching of integrated automated budgeting, accounting, and payroll and procurement systems.
