From January 1988 to December 1990, Norman Steisel was NYC School Construction Authority Chairman. The School Construction Authority (SCA) is the independent New York State authority responsible for the design, construction, modernization, and rehabilitation of public schools in New York City. Mr. Steisel was the SCA’s initial Chairman, where he served pro bono.
As Chairman, he oversaw the SCA’s creation. He recruited top agency executives; established the budget; developed staffing patterns, and directed implementation of project-management and cost-accounting controls and information-monitoring systems. Also, he directed development of architectural and construction-contract preparation, bid, and award procedures. $1B dollars of construction activity was occurring within the first year.
