From January 1990 to December 1993, Norman Steisel was First Deputy Mayor of New York City. As Chief Executive Officer for New York City government, he was responsible for the day-to-day management of all operations of the government. Moreover, he was responsible for the management of a 30-billion dollar annual operating budget and a 4-year $20B capital program.
Furthermore, Mr. Steisel oversaw the city’s emergency-response activities. This included the coordinated response to the 1993 terrorist attack on the World Trade Center. He also oversaw the development and implementation of the Safe Streets program, a major expansion of the police force and criminal justice system that resulted in a 15 percent reduction in major crimes.
Moreover, he directed the creation of a new agency to provide services and housing to the homeless.
