From 1990-1994, Norman Steisel was First Deputy Mayor of New York City. He was the Chief Executive Officer of the city government accountable for daily management of all governmental operations, along with the overseeing of a $30B annual operating budget, and a 4-year $20B capital program. He reversed the decade-long direction of local taxes consuming a growing share of GCP (Gross City Product).
Norman Steisel was a Senior Vice President at Lazard Freres, and while there he financed transactions of more than $2B. At Lazard Freres, he served (pro bono) as the first Chairman of the School Construction Authority. The School Construction Authority is an independent authority chartered by New York State. They’ve the responsibility for the design, construction, modernization, and rehabilitation of public schools in New York City.
From 1974 to 1979, Norman Steisel served as New York City’s First Deputy Budget Director. He oversaw the enormous retrenchment in the city’s budget, workforce, and services. Additionally, Mr. Steisel directed the introduction of integrated automated budgeting, accounting, payroll, and procurement systems.
He was the Executive Vice President, Chief Operating Officer (COO) of the Philadelphia Stock Exchange (PHLX), and a key member of PHLX’s strategic management team. The Exchange was ultimately sold to NASDAQ OMX. Mr. Steisel coordinated PHLX participation in transition planning and integration activities with NASDAQ OMX.

At Lazard Freres & Company, he was accountable for their environmental corporate and municipal project financing activities. As an advisor to numerous counties, environmental entities, and municipalities, he provided assistance with debt issuance, recapitalizations, and merger & acquisition activities.
In 1986, Norman Steisel joined investment banking firm Lazard Freres & Company. He functioned as an advisor to a number of counties and municipalities and to a range of the globe’s foremost air pollution control, hazardous waste remediation, water treatment, and waste disposal firms.
He served as Commissioner of Sanitation in New York City from 1979 to 1986. Mr. Steisel was accountable for all-around management of the $600 million enterprise. He differentiated himself by introducing a number of productivity endeavors. His leadership as Sanitation Commissioner was demonstrated by ambitious, creative decisions that succeeded in energizing the Sanitation Department while saving New York City millions of dollars.

His experience included accountabilities for streamlining operations and systems, and he directed the outsourcing of a number of governmental functions. These were fleet procurement, vehicle and facility maintenance, as well as treasury functions.
